I Am For Con-Ass And Cha-Cha
What? Well before lashing me out on this one, let us first put into perspective Con-Ass or and Cha-Cha using its basic definitions. From there, I believe, we will be able to understand the true nature of what I am talking about. Both words, Con-Ass and Cha-Cha, simply refer to Constitutional Assembly and Charter Change
Charter Change is a term used to refer to the act of amending and revising the Constitution. Charter Change by way of Constitutional Assembly is an issue which that has caused so much misunderstanding between the masses and the Arroyo Administration.
To exercise such provision the 1987 Philippine Constitution itself outlines three methods. This can be found in Article XVII Sections 1 and 2 which are as follows: 1.) By way of a Constitutional Assembly (Con-Ass) (Congress, upon a vote of three-fourths of all its Members) 2.) By a Constitutional convention (Con-Con) 3.) People\’s Initiative
You may wonder why I am for Cha-Cha through Con-Ass when almost everyone else in the blogsphere is against it. In my opinion, Charter Change is the only means of implementing those needed amendments and revisions in our Constitution. Lawmakers in the US also acknowledge the need for amendments and revisions in their Constitution. Between its promulgation in 1787 and 1992, the US Constitution has had 27 amendments and revisions. Implementing change in our Constitution is definitely good, especially when it is timely and for the good. Examples of amendments that would really be good are limiting Congressmen to a few numbers. Limiting them would definitely save time and money. Amendments against political dynasties will also certainly help our political situation. There are much more that I would like to share but I will be reserving it for another post.
With regards to Con-Ass, I am for it because of its practicality and efficiency. Calling for a constitutional convention will be very expensive and time consuming. A people\’s initiative has never been implemented before and Congress has yet to pass a law that will govern such exercise. With a constitutional Assembly, the Government does not to pay extra money and believe it or not the Philippines still possesses lawmakers who are intelligent enough to make the necessary amendments and revisions.
Well, there goes my two cents of opinion concerning Cha-Cha and Con-Ass. However, many of the masses have been misled by equating Con-Ass and Cha-Cha as a plot of Mrs. Arroyo to extend her term. Clearly, Cha-Cha and Con-Ass are not meant for such purposes.
But before I end, I would like to emphasize that Cha-Cha is better exercised after the May 2010 elections. Should Congress push for it, political unrest would surely plague the remainder of Mrs. Arroyo\’s Administration. The reason for this is because of the misunderstanding that has bred among the minds of people. Let Congress put the people\’s welfare above everything and let Cha-Cha have its way after the 2010 elections.
